ISLAMABAD AI DECLARATION
On Sovereign, Responsible, and Capability-Driven Artificial Intelligence
Pakistan affirms a sovereign and inclusive approach to Artificial Intelligence, led by the private sector and enabled by government, to advance Digital Society, Digital Economy, and Digital Governance. This approach is anchored in public trust, measurable public outcomes, institutional strength, responsible safeguards, and disciplined execution. Pakistan will build national capability while contributing constructively to the evolution of global AI governance.

SOVEREIGN PURPOSE, PUBLIC VALUE
Pakistan shall pursue Artificial Intelligence as a sovereign choice to strengthen national productivity, improve governance, and deliver measurable public outcomes. AI shall serve constitutional objectives and national development, not symbolism or dependency.

HUMAN ACCOUNTABILITY, CONSTITUTIONAL AUTHORITY
AI shall augment human capacity, not replace lawful authority. Decisions of public consequence shall remain under accountable human oversight, supported by review, due process, and institutional responsibility.

PRAGMATIC DELIVERY, USE CASE FIRST
Pakistan adopts a pragmatic, use-case-first approach. AI shall be deployed where it demonstrably improves economic productivity, service delivery, operational execution, and decision support. Scale shall follow proof of impact.

SOVEREIGN DATA, TRUSTED STEWARDSHIP
National, state, and citizen data shall be governed under Pakistan’s laws and sovereign interests. Trusted data stewardship and secure data exchange shall uphold privacy, security, public trust, and the dignity of every citizen.

EXPLAINABLE, AUDITABLE, RISK PROPORTIONATE SYSTEMS
AI systems deployed in government, particularly those affecting public rights or critical state functions, shall be explainable, auditable, and proportionate to risk. Data provenance and assurance mechanisms shall be embedded by design.

COORDINATED, WHOLE OF GOVERNMENT GOVERNANCE
Artificial Intelligence shall be governed through coordinated national oversight, avoiding fragmentation and vendor dependency. Clear institutional roles shall ensure coherence and accountability across federal and provincial systems.

CAPABILITY, INCLUSION, RESPONSIBLE INNOVATION
Sustainable AI sovereignty rests on education, research, and institutional capability. Pakistan shall invest in national talent, enable responsible innovation through controlled environments, and ensure AI narrows social divides.

PRIVATE-SECTOR-LED, SOVEREIGN COMPUTE
Pakistan shall enable a competitive, private-sector-led AI economy while developing sovereign compute capacity and resilient digital infrastructure. Public policy shall catalyse innovation, investment, and employment.

GLOBAL LEADERSHIP, RESPONSIBLE AI DIPLOMACY
Pakistan shall engage in principled international partnerships to advance interoperable standards and ethical norms. Such engagement shall remain consistent with Pakistan’s constitutional order and sovereign interests.
