Prime Minister Special Relief Scheme
The Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja held a joint press briefing alongside the Federal Minister for Information and Broadcasting Attaullah Tarar, and Federal Minister for Petroleum, Ali Pervaiz Malik, following the successful launch of the Prime Minister's Special Relief Scheme.
Speaking on the occasion, Minister Shaza Fatima Khawaja said that amid growing volatility in global oil markets due to regional tensions in the Middle East, the Prime Minister Special Relief Scheme extending direct, targeted fuel relief to 2-3 wheelers (motorcyclists, Chingchi, rickshaw) and cars upto 800cc reflects his government's continued commitment to protecting public from external economic shocks. She added that the Scheme has been designed to reach the target population in a simple, transparent, and technology-driven manner.
The Minister briefly outlined the process:
• The Scheme covers motorcycles, rickshaws and chingchi (two/three-wheelers) registered on or after 01 January 2011 and motor cars up to 800cc, registered on or after 1 January 2006.

• Before going to fuel station, registered citizens can generate a fuel token by simply sending "TOK" to 9771 and get fuel on reduced price by presenting token number message at the fuel station.
• Motorcycles and three-wheelers are entitled to 20 litres per month via 5-litre tokens (token is valid for 7 days), while motor cars up to 800cc are entitled to 30 litres per month via 10-litre tokens (token is valid for 10 days).
• Each token carries a relief of Rs. 100 per litre, Rs. 500 per token for two/three-wheelers and Rs. 1,000 per token for cars, redeemable at filling stations upon simple verification by the pump operator through a dedicated mobile application.
• The rollout is being phased in three steps: registration is already open nationwide and is one time only ; Token generation and redemption will begin in Islamabad Capital Territory from midnight 14-15 September 2026 and will be extended nationwide from midnight 16-17 September 2026.
While highlighting the role of the Ministry of IT and Telecommunication in architecting the digital backbone of the scheme, Minister Shaza Fatima Khawaja stated that IT Ministry has worked round the clock to design a robust registration, token-generation, and verification system. She emphasized that this has been made possible through close collaboration among stakeholders including Finance Ministry, Petroleum Division, OGRA, SBP, PTA, PDA, NITB, NADRA and local administration. She noted that this whole-of-government coordination has ensured that CNIC-linked registration, token issuance, and point-of-sale redemption at filling stations are seamlessly integrated, transparent, and resistant to misuse, so that the relief reaches genuine, eligible citizens without delay or leakage.
The Minister IT also detailed the steps taken to safeguard the scheme against fraud and misuse, noting that CNIC-linked verification, registration checks, and token confirmation through the dedicated mobile application have been built in specifically to prevent duplicate claims and unauthorized redemption. She urged the general public to remain vigilant and to report any discrepancy, irregularity, or suspected misuse they encounter during registration, token generation, or redemption, so that corrective action can be taken promptly.
Concluding her statement, the Minister reaffirmed that the successful launch of the Scheme is a testament to the Prime Minister's vision of leveraging technology for direct public relief, and assured citizens that the Ministry of IT would continue to work closely with all partner organizations to ensure smooth, transparent, and nationwide execution of the scheme in the days ahead.
